This is a known bug, when the Track Connector has focus the mouse wheel will scroll the events instead of the tracks. You can scroll tracks by clicking in the Track List area then using the mousewheel to scroll the tracks.

When I try to use the mousewheel to scroll tracks it is scrolling events instead.
