I promoted an Outline element to Act Break but it is the same number as the previous Act Break

This is a known issue. In the mean time:

Place the cursor in the Act Break and right-click
In the context Menu Select that Act to a New Act by Right-Clicking on the Act element in the document and using the Change This Act To > Act Break > New Act Break command.
