Error 1317 can happen when Windows Defender interferes with folder access.
To resolve the issue, go into your system options and search for "controlled folder access". Then temporarily turn OFF that feature.
Install Screenwriter, making sure to run the installer as Administrator.
When you are done installing, you can turn the "controlled folder access" feature back on. There will appear an option to control individual folders, and you can tell Windows Defender to make an exception for C:\Program Files (x86)\Write Brothers\Screenwriter\scwriter32.exe.
There is also a Windows Defender option for adding exceptions to virus & malware scanning. You can add the same folder, C:\Program Files (x86)\Write Brothers\Screenwriter\ to that exception lost, along with your Documents\Screenwriter Documents folder. When creating an exception for Windows Defender, choose 'Process' as the type of exception.
